As noted above, theexlce~-t~n ~toStandard.'~:I~-~rade;Progressi,on is that ~an employee who attains the Ft step in the Pay Schedule will progress to the Gt on his anniversary date, only if the employee has attained te~ (10) years service. If such employee attains the Ft step with less than ten (t0) years City service, his progression will be to the G step. Upon attainment of the~e last steps, (G or Gt,) of the Pay Schedule, paragraph (c) below, pertaining to longevity increases applies. No employee may receive more than one Ingrade Progression per year excepr under the provisions of paragraph (e) below. Ingrade Progression may be withheld from employees by the Department Head upon submission of two (2) unsatisfactory Performance Evaluations ro the employee, (with copies for the permanent Personnel File). One Performance Evaluation must have been conducted prior ~o, and one subsequent to, three months before the employee becomes eligible for the Ingrade Progression. Any non-probationary employee whose performance is such that Ingrade Progression is withheld for two consecutive years, will be demoted or terminated. (c) Longevity Increases Steps L1 and L2 are included in the Pay Plan solely for the purpose of recognizing service attainment by City em- ployees. The specific years of service recognized will be ten (I0) years and fifteen (15) years, (Steps L1 and L2, re- spectively, in the Pay Schedule). Advancement to the first Longevity step, L1, will be contingent upon the attainment of at least ten (10) years of service and completion of at leas~ one year in the G or Gt steps. Advancemen~ to the second Longevity step, L2; will be contingent upon the attainment of at least fifteen (15) years of service and completion of aL least one year in the L1 step. Employees who are currently in the G, Gt, or L1 steps, but lack the required years of service will remain on that step until the required years of service have been completed.
