AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; <br />TO PROVIDE A COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE <br />THE ADMINISTRATION OF THE 1979-80 CLASSIFICATION AND PAY PLAN <br />OF'THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> BE IT ORDAINED by the Council of ute City of <br />Virginia: <br /> <br />1. Employees Classified. <br /> <br /> On and after July 1, 1979; all employees of the City <br />of Portsmouth shall be classified according to the kind and type <br />Of work performed by them and as provided in this ordinance. <br /> <br />2. Classi'fication''an'd'Compensation. <br /> <br /> Ail officers and employees of the City, except those <br />mentioned in Section 15 of this ordinance shall be classified <br />and graded in accordance with the "Classes of Positions Assigned <br />to Pay Grades" portion of this ordinance. The compensat!on of <br />each classified employee shall be determined according to the pay <br />schedule portion and other sect±ohs of this ordinance. Pay schedule <br />A shall be effective through August 31, 1979. Pay schedule B shall <br />become effective September 1, 1979. <br /> <br />3. Compensation and Sal'ary Adjustment. <br /> <br /> On and after July 1, 1979, the salary steps for the <br />respective positions as set forth in Section 2 of this ordinance <br />shall constitute the plan of compensation for all persons classified <br />under samd section, fSee pay schedules) <br /> <br /> (a} General increases. The City kanager, at his <br />discretion, may recommend the granting of general increases for <br />all persons classified under this plan. <br /> <br /> Such general increases will be applied directly <br />to the pay schedule such that each grade and step shall reflect the <br />increase. <br /> <br /> When a general increase is granted, there is <br />no movement on the pay schedule~ the employee retains the same <br />grade and step desl~natmon. <br /> <br /> (b) Ingrade progression. Except as noted below, <br />all employees shall receive a one step ~k~.~Q~teps-un~er the former <br />step le%termng) mncrease annually nntml ~hey re~h the G or Gt, <br />formerly M or N steps, i.mmediately prior to the application of <br />longevity movement. Employees will receiue their Ingrade Pro- <br />gression, where appticable, on the basis on their position on <br />the pay schedule of this Pay and Classification Plan.
