Two (2) additional five-year appointments are created <br />and effective from January 1, 1976. ~One (1~ shall be ap- <br />pointed from at least three [3) nominees made by the Cradock <br />Property ~ners Association, and one~(!) shall be appointed <br />from the City at large. <br /> <br /> A vacancy occurring in the membership of the Commission <br />for any cause shall be filled for the unexpired term by the <br />City Council from nominees made by the organization or <br />association which originally nominated the me~er causing <br />the vacancy. The members of the Co~m!ssion shall serve as <br />such withou5 compensation. <br /> <br />nndertaken without the necessit~ of obtaining <br />of appropriateness; and <br /> <br /> (c) The Commission of Architectural Review, to facilitate <br />its program, carry out its assignments, attain established goals <br />and objectives and more efficiently provide essential services <br />outlined by terms of this Chapter of the City Code, made by <br />written Resolution adopted by a majority of the members of the <br />Commission and spread upon its officially approved minutes <br />and records provide program guidelines t~: <br /> <br /> may be <br /> a certificate <br /> <br /> (ii) Enumerate activities by the property owners <br />and/or residents in designated historic districts which may <br />be undertaken only after the Commission of Architectural Review <br />has issued a certificate of appropriateness. <br /> <br /> (d) The Commission shall appoint a secretary who shall <br />be an officer or employee of the City Planning Commission. <br />The secretary shall keep a record of all resolutions, proceed- <br />ings and actions of the Commission. <br /> <br /> (e) Four (4) members of the Commission shall constitute <br />a quorum for the transaction of its business or the performance <br />of its functions. The Commission shall adopt rules for the <br />transaction of its business or performance of its duties~ <br />which shall provide for the time and place of holding regular <br />meetings. They shall also provide for the calling of soecia! <br />meetings by the chai~nan or by at least two (2) members of <br />the Commissmon. All meetings of the Commission shall be open <br />to the public, and all action by the Commission must be taken <br />at a public meeting. <br /> <br /> (f) The Co~mission shall keeo a record of its resolu%ions, <br />proceedings and actions. The concurring affirmative vote of a <br />majority of the members p~esent shall be necessary for the <br />adoption of any resolution, motion or other action of the Com- <br />mission.
