General retail business, commer- cial and personal service establish- ments Parking in the ratio of at least 2.5 spaces per t,OOO s~uare feet of usable floor space in excess of two thou- sand (2,000) sm. ft. exclu- sive of storage or stock area. Such parking spaces shall be reserved and maintained in a public parking facility within 1,250 feet of the site contain- ing spaces in the same ratio. (5.1) ~ere off-street parking garage structures are in- volved, a special exception may include reduction of the size of parking spaces below the minimum specified in section 40-31 to accommodate so-called compact automobiles. Exception may be granted pursuant to the procedure outlines in sub-paragraph (1.2) of subsection (a). In considering any such application, the commission shall consider the system proposed for identifying those levels and/or areas designed and reserved for compact automotive vehicles. Sec. 40-122. Downtown D-1 District sign recuirements. Signs shall be classified and regulated in accordance with the requirements established in this article, and as specified hereunder. (a) Any sign located on the awning shall be affixed flat to the surface thereof, an~ shall be nonilt~u~inated and shall indicate only the name and/or address of the establishment. No such sign shall extend vertically or horizontally beyond the limits of such awning. Signs on awnings, by virtue of its being affixed to the surface of awning, shall be exempt from the limi- tation imposed by this chapter on the projection of signs from the face of 'the wall of any building or structure. However, such awnings shall be more than 7' high above the curb level. (b) Ail signs shall be mounted in one of the following manners: (1) Flat against a building or wall. (2) Back-to-back in pairs, so that the back of the sign will be screened from public view. (3) In clusters in an arrangement which will screen the back of the signs from public view.
