AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1973, BY ADDING ARTICLE V.I TO CF~APTER 40, PERTAINING TO A NEW ZONING DISTRICT DESIGNATED DOWNTOWN DISTRICT D-I~ BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth is hereby amended by adding Chapter V.I to Chapter 40 thereof, said chapter to read as follows: Article V.I. Downtown Dishrict D-1. Sec. 40-118. Purposes and Objectives. The purposes and objectives of this article are declared to be the promotion and preservation of the general welfare of the inhabitants of the city, including, but not limited %o, the pro- motion and ~reservation of its educational, cultural and economic interests, opportunities and advantages~ through: (a) The preservation and protection of buildings, structures, places and areas of educational, cultural, economic or civic interest in the historic core area of original community settlement. (b) The development and maintenance of appropriate settings and environment for such buildings~ structures, places and areas; (c) The regulation and control of construction of new buildings and structures to preserve and protect such areas and the setting and environment found or pre- served therein; and (d) The promotion, development and preservation of the economy, commerce and industry of the Commonwealth of Virginia and the city~ specifically with regard to the property values and tourist trade~ by the preservation and protection of such buildings, structures, places and areas, their maintenance for such purposes and the development and maintenance of appropriate settings and environment thezefor.
