(c) On the application of any resident of the <br />district, the City Manager or his designee, may issue permits <br />to be valid for only one day and for no more than four (4) <br />hours on that day upon the showing by the resident %hat during <br />the hours for which the permits are to be issued, his residence <br />will be used in such a way consistent with its residential <br />character and other provisions of law that visitors to his <br />residence would not be able to park without violating the law. <br />If the City Manager or his designee shall find the foregoing <br />facts and further find that the issuance of the permits will <br />not unduly impair traffic safety during the time-of the validity7 <br />he shall issue such permits and may limit the streets or portions <br />of streets on which they shall be valid. <br /> <br /> (2) This ordinance shall take effect from the date of its <br />adoption. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held June 26, 1979. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
