(d) Any other facts, a knowledge of which is necessary to a thorough <br />understanding of the circumstances attending such violation. <br /> <br /> Each such police officer shall attach to such vehicle a notice to the <br />owner thereof, that such vehicle has been parked in violation of a provision <br />of this division and instructing such owner to report to the Portsmouth <br />Police Department Headquarters in regard to such violation. F~ch such <br />owner may, within seventy-two (72) hours of the time ~nen such notice was <br />attached -ho such vehicle, pay a penalty in the stlm of three dollars ($3.00) <br />for each houz, or fraction thereof, during which such vehicle occupied such <br />parking space in violation of any of the provisions of hhis division; pro- <br />vided, how~ver, that if such penalty is paid within one hour (1) after the <br />notice is attached to such vehicle, then the amount of the penalty shall be <br />two do!Jars ($2.00) instead o~ three dollars ($3.CO). If the owner of such <br />vehicle fails to make such palanent vzithin seventy-two (72) hours of the time <br />when such notice was attached to such vehicle, then an additional notice <br />shall be given such ~uaer, and an additional penalty of two dollars ($2.00) <br />shall be charged for the additional notice. The failure of such o~ner to <br />pay the penalty for the violatioDm and the two dollars ($2.00) for the <br />additional notice within eight [8) days from the date of violation shall <br />render such owner subject to the penalty provided in Section 23-272. <br /> <br />Section 23-290.
