AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; <br />TO PROVIDE A COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE <br />THE ADMINISTRATION OF THE 1980-8t CLASSIFICATION AND PAY ~LAN <br />OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />Section 1o <br /> <br />E~ployees Classified. <br /> <br /> On and after July 1, 1980, all employees of the City of <br />Portsmouth shall be classified according to the kind and type <br />of work performed by them and as provided in this ordinance. <br /> <br />Section 2. <br /> <br />Classification and Compensation. <br /> <br /> Ail officers and employees of the City, except those <br />mentioned in Section 15 of this ordinance shall be classified <br />and graded in accordance with the CLASSES OF POSITIONS ASSIGNED <br />TO PAY GRADES portion of this ordinance. The compensation of <br />each classified employee shall be determined according to the <br />PAY SCHEDULE portion and other sections of this ordinance. <br />Pay Schedule A shall be effective through December 31, 1980. <br />Pay Schedule B shall become effective January 1, 1981. <br /> <br />Section 3. <br /> <br />Salary and Class Specification Administration. <br /> <br /> (a) The Department of Personnel shall maintain a con- <br />tinuing salary administration program to insure internal equity <br />among position classifications. The salary administration <br />program shall include salary surveys, reclassifications, audits <br />and analysis of turnover. <br /> <br /> (b) The Personnel Department shall approve all position <br />reclassifications, additions (new positions), or deletions <br />prior to the action being take~. The City Manager may implement <br />changes of the above nature at his discretion. <br /> <br /> (c) In the evenn of a position reclassification that <br />results in a reduction in grade for the class, while all <br />employees in the affected class shall retain their current <br />pay rate, they will be moved to the appropriate step of the <br />lower grade. <br /> <br /> If the affected employee's current rane is higher <br />than the G(t) step of the lower grade, the employee will be <br />placed in a special payroll class and re~ained in this <br />status until~ through longevity, promotion, reclassification <br />or other adjustments~ the employee can be re-established <br />under this Classification and Pay Plan at an appropriate <br />grade and step. <br /> <br /> <br />
