newel, or for a permit; (b) performance of work in a negligent, incompetent or unworkman like manner; (c) contracting to do business in any other name than that registered with the appro- priate division of the Building Official's Department of the City of Portsmouth; (d) misrepresenting any of the requirements of this Code regulating work in order~to obtain work or increase the scope of the~work ~under any contract to which he is a party; (e) violation of any of the provisions of this Code under any permit obtained by a Level Two (master) worker holding acert- ificate pursuant to this Chapter when such person actually per- forming the work is not under the supervision of such Level Two (Master) Worker in whose name the permit was issued. (3) As an adjunct to'this power, the Board of Examiners~- to investigate any written complaint alleging the existence of violations of any of the grounds set forth ab0ve, the Board .through the Chief Inspector of the Appropriate Division, shall serve upon the alleged violator, awritten notice containing in detail the alleged violation or violations, and naming a time and place for a hea~ing before %he Board {or the~purpos 0f taking evidence~r~lating thereto~ Such notice shall be served not more than fifteen (15) days nor tess~than sev~ (7) days prior to such hearing.
