(d) Any person addressing the Council shall conform to <br />this section, and for any failure to so conform, he shall be <br />declared out of order by the Mayor and shall forthwith yield <br />the floor. <br /> <br />Section 2-63. Rules of Order and. Procedure;Applicability <br /> of Robert's Rules of Order. <br /> <br /> The City Council may adopt such rules of order and <br />procedure as it shall deem necessary for the proper and <br />efficient conduct of its business. Such rules of order and <br />.procedure shall govern the City Council in all cases to <br />which they are applicable and in which they are not inconsistent <br />with the provisions of' the 'Charter or Code of the City, and <br />shall be adopted by a. majority vote of all the members of <br />Council.
