Section 2-56. Requests by Citizens to Address Council. <br /> <br /> (a) Ail requests from me~%bers.of the general public to <br />address City. Council on a subject on the-meeting's agenda shall <br />be submitted to the City Clerk or his designee prior %o the <br />call of the meeting to order. Such request shall be on forms <br />prescribed by the~Clerk and shall include the name of the speaker, <br />his address, telephone 'number, the name of the group or organization, <br />if. any, on whose behalf be'is speaking, the number of the agenda <br />item-to which the citizen'will speak, and whether he supports or <br />opposes the agenda item. ~ ~All requests submitted in accordance <br />with these procedures shall be honored by the Chair. Each <br />person partic~ipating under this subsection shall be provided a <br />maximum of 'five (5) minutes for the purpose of presenting his <br />views and shall not be permitted to relinquish his time to any <br />other person. When two (2) or more speakers desire to address <br />the same subject, they shall be permitted to speak in the order <br />in which the requests were submitted, provided that all speakers <br />that support an agenda item shall be heard first, and all who <br />oppose such ~atter shall be'heard thereafter. The presiding <br />officer may impose a specific time limit for citizen participation <br />on any agenda item in which case tha. time will be allocated <br />pro rata. <br /> <br /> (b) Requests by members of the general, public to address <br />Council on items listed~under the consent agenda shall not <br />be permitted without the approval of the majority of members <br />of Council present. Any person who.wishes to address Council <br />on any item listed under the consent agenda shall conform to <br />the requirements of subsection (a) hereof. <br /> <br /> (c) A~y person who wishes to,address Council on a subject <br />not contained on the meeting's agenda shall submit his request <br />to speak to -~he City Clerk or his designee prior to the calling <br />of the meeting to order. Such requests'shall be on forms <br />prescribed by the City Clerk and shall inct~de the name of the <br />speaker, his address, .telephone number, the name of the group <br />or organization, if any, on'whose behalf he is speaking, and <br />the subject matter or topic on which the citizen will speak. <br />All requests submitted in accordance with this subsection shall <br />be honored by the Chair; provided, however, that remarks by' <br />citizens on nonagenda items shall'be limited to thirty (30) <br />minutes in the aggregate~ Each person participating under this <br />subsection shall be provided a maximum of five C5) minutes for <br />the purpose of presenting his matters and shall not be permitted <br />to relinquish his time to'any other person. In the event there <br />are more than six (6) persons to be heard under this item of <br />business, each person shall be allotted equal time; but, in <br />no event shall more than~hirty (30) minutes be allotted for <br />this item unless the time is extended by a majority vote of <br />the members present. Persons participating under this item of <br />business shall address Council in the order in which the <br />C~ty Clerk ~eceived their requests. <br /> <br /> <br />
