Section 2-49. Order of Business. <br /> <br /> (~) Except as otherwise provided in subseCtion (D), <br />the order of business at all regular meetings of City Council <br />shall be as follows: <br /> <br />(1) Roi1 call; <br />(2) Approval of Minutes of previous meeting <br /> or meetings; <br />(3) Public hearings, but only if such hearings <br /> shall be part of the Council Meeting; <br />(4) Unfinished business; <br /> (a) Consent age~da; <br /> (b) Other unfinished business; <br />(5) Reports and recommendations from the City <br /> Manager; <br />(6) New business; <br /> (a) Appointments to.Boards and Co~m%issions; <br /> (b) Remarks by citizens on non-agenda items; <br /> (c) Receipt 'of other communications; <br /> (d) Items submitted by. Council Members; <br />(7) Adjournment. <br /> <br /> (B) Except as otherwise provided in subsection (D), the <br />order of business at all public hearings Qf City Council shall <br />be as follows: <br /> <br /> (1) Roll call; <br /> (2) Public hearing; <br /> (3) Adjournment. <br /> <br /> (C) Except as otherwise provided in. subsection~ (D), the <br />order of business at all public work sessions shall be as follows: <br /> <br />(1) Roll call; <br />(2) Public work session; <br />(3) Motion for Executive Session~ <br />(4) Adjournment. <br /> <br />if needed; <br /> <br /> (D) The City Council'may,~by appropriate motion, permit <br />consideration of an ordinance, resolution or motion out of the <br />regular order and/or direct that any matter be placed on the <br />agenda of a specific future meeting at such point in the agenda <br />as Council may deem proper. <br /> <br />Section 2-52. Members to Address Chair before Speaking; Scope <br /> of Speach. <br /> <br /> ¥~en a member of the City Council wishes to speak at a <br />Council Meeting, he shall address the Chair. After being re- <br />cognized by the Mayor, he may speak, but he shall confine his <br />remarks to the question before the City Council. <br /> <br /> <br />
