(8) Installation of fence, billboard and sign <br />posts ~r telephone and electric poles and other kinds of <br />posts-o~ pol~s; <br /> <br /> (9) Emergency work to protect life, limb or <br />property, and emergency repairs; provided that if the land <br />disturbing activity would have required an approved erosion <br />and sediment control plan if the activity were not an emergency, <br />then the land area disturbed shall be shape~ and stabilized <br />in accordance with the requirement of the plan approving autho~city; <br /> <br /> (10) Engineering operations on privately o%uaed, <br />occupied or operated agricultural, horticultural or forest <br />lands such as the construction of terrances, terrace outlets~ <br />check dams, destilinc basins, floodwater retarding structures, <br />channel improvements; floodways, dikes, pon~s, ditches, and <br />the like; the utilization of strip cropping, lister furrowing, <br />contour cultivating, contour furrowing, lan~ drainage, land <br />irrigation, seeding and planting of waste, sloping, abandoned <br />or eroded lands to water-conserving and erosion-preventing <br />plants,' trees and grasses, forestation and reforestation,. <br />rotation of crops, soil stabii£zatfbnwft~tr~es, gras~e~, <br />legumes, and other thick ~rowing, soil holding crops; re- <br />tardation of runoff by increasing absorption of rainfall <br />and retirennent from cultivation of steep, highly erosive <br />areas and areas now badly gullied or otherwise eroded; <br /> <br /> (i1) Shore erosion and control projects on tidal <br />waters recommended by soil and water conservation districts <br />in which the p~ojects are located or are approved by the <br />Marine Resource~ Corardission. <br /> <br /> (b) This ordinance; the minimmm criteria, standards <br />and sepcifications; the guidelines for erosion and sediment <br />control planning; and the procedures for plan submission and <br />review, on-site inspection, and ordinance enforcement shall <br />be an intrical part of the City Erosion and Semiment Control <br />Program. To carry outthe local control progrs_~, conservation <br />standards shall be established. Such standards inc!~de <br />criteria, specifications, guidelines, techniques, and methods <br />for control of erosion and sedimentation. The conser~ation <br />standards shall be those in Chapter 3 of the current "Virginia <br />Erosion and Sediment Control Handbook", which by reference, <br />is adopted as the official handbook of the ioca~ program. <br />Guidelines for erosion and sediment control planning contained <br />in Chapter 2 and Chapter 6 of the "Virginia Erosion and Sediment <br />Control Handbook" and the Conservation Standards are to be <br />used by the applicant making a submittal under the provisions <br />of this Chapter, in preparing his Erosion and Sediment Control <br />Plan.
