OWNER. A person who holds beneficial ownership of any <br />land in the City; and, an agent, executor, adrainistrator, <br />trustee or guardian ha~ing charge, care, management, or control <br />of any land in the City. <br /> <br />REFUSE. Re~use as defined in §14-1 of this Code. <br /> <br />SiDEWALK. A sidewalk as. defined in ~1-2 of this Code. <br /> <br /> STREET. A. highway as defined in ~1-2 of this Code. <br /> <br /> 'WEE~S; Any plant-out of place, wild or uncontrolled <br />growth or vegetation of every kind on any land, alley, side- <br />walk'or street-in'the City, whether growing or severed from <br />the land of such heighth or of such profusion as to constitute, <br />or which is likely %o constitute a harborage for rats, a place <br />where mosquitos or other harmful pest or insect infestation <br />may breed or water may stagnate or which conceals or is likely <br />to con~eal deposit? of garbage, trash or debris. Weeds which <br />have attained a helghth of flfteen inches (15.) or more sh 11 <br />be pre~'~ed to be detrimental to public health, any public <br />heaith ~isance, which presumption may be rebutted by competent <br />evidence. <br /> <br />Section 39-9. <br /> <br />I~,~perat~ve vehicles located on residential, <br />Co~lercial, or agricultural property - prohibited. <br /> <br /> It shall be ~h!aWful for any person, ~i_rm or corporation to <br />keep, except within an ~nclosed building or s~ructure, or other- <br />wise shielded or s~reened from public view, on any property <br />zoned for residential o~ commercial or.agricultural purposes <br />any motor vehicle, or motor vehicle parts or equipment, trailer, <br />or semitrailer as such are defined in ~46.1-1, Code of Virglnia, <br />1950, which is inoperative as defined in ~39-1 hereof; provided, <br />however, that the provisions of this section shall not apply <br />to a licensed business, which on the date of passage of this <br />Chapter is regularly engaged in business as an automobile dealer, <br />salvage dealer or scrap processor. <br /> <br />Section 39-I0. Same - Nuisance. <br /> <br /> The accumulation and storage of one (t) or more inoperative <br />motor vehicles, trailers, or semitrailers, or parts thereof as <br />heretofore' defined on private property, except within a fully. <br />enclosed building or structure, shall constitute debris and a <br />nuisance detrimental to the health, safety and welfare of the <br />re'sidents of the City. <br /> <br /> <br />
