Section 17-18. Same - Amendments. Section 107 of said Southern Standard Housing Code, Edition, is amended to read as follows: 1969 107 - Appeals. (a) - Any person receiving written notice from the Director of Public Health or his representative of deficiencie~ in his property under this Code may within fifteen (15) days following the date of such notice enter an appeal in writing to the Rousing Board of Adjustments and Appeals. Such appeal shall state tb_e location of the property, the date of the notice of violations, and the number of such notice. The appellant must state the variance or modification requested, the reasons therefor, and the hardship or conditions upon which ~he appeal is made. ._ N~ appeal filed later than fifteen (15) days after the date of such notice shall be acted up6n by the Housing Board of AdjuStments and Appeals, unless the Director of Public Health shall consent thereto. (b) Any person to Whom notice is sent as provided for in subsection (3) of this section may, within the time period set for compliance, request an enlargement of the time period for compliance from the City Manager or his ~esignee. Where warranted bY extenuating circumstances, the City Manager or his designee may extend the date for com- pliance for an additional period not to exceed sixty (60) days from the date set for compliance in the original notice. 3. That Section 39-5 of the Code of the City of Portsmouth, Virginia, 1973, be amended and reordained to read as follows: Section 39-5. Notice to abate nuisance. (a) Whenever the Director finds that weeds exist on any land, alley, sidewalk or street, he shall give notice in writing of the existence of the nuisance to the owner or occupant, or both, of the land on which the nuisance exist, or to the owner or occupant, or both of the land abutting the alley~ sidewalk or street on which the nuisance exist, and shall order the owner or occupant, or both, to cut and when necessary, remove the weeds within such reasonable time as the Director shall specify in this notice; provided, that in no event shall the time allowed be greater than fifteen (15) days. Whenever the Director-finds that refuse or debris exist on any land, alley, sidewalk or street, he shall give notice in writing of the existence~ of the nuisance to the owner or occupant, or both,~ of ~he~ land-on which the nuisance exist, or to the owne~.-or~ occupant o~hot-h,~.of the land abutting the alley, sidewalk or street on which the nuisance exist and shall order the owner or occupant, or both, to remove the refuse
