AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, BY ~/~ENDING ARTICLE V.1, SECTIONS 40-118 THROUGH 40-125, PERTAIN- ING TO DOWNTOWN DISTRICT D-1. BE IT ORDAINED by the Council of the City~f, Portsmout//, Virginia, that Article V. 1, Sections 40-118 through 40-125 of the Code of the City Of Portsmouth, Virginia, be amended to read as follows: ARTICLE V.I. DOWNTO~N DISTRICT D-1 Section 40-118. Purposes and objectives. The purposes and objectives of this article are declared to be the promotion and preservation of the general welfare of the inhabitants of the city, including, but not limited to, the promotion and preservation of its educational, cultural and economic interests, opportunities and advantages through: (a) The preservation and Qrotection of buildings, structures, places and areas of- educational, cultural, ~economic or civic interest in historic core area of original community settlement; (b) The development and maintenan6e of appropriate settings and environment of such buildings, structures, places and areas; and (c) The regulation and control of construction of new buildings and structures in accordance with the Priority Action Program for Central Portsmouth adopted by the City Counci-1, to protect such areas and the setting and environment found, preserved and promoted therein. Section 40-119. District created; boundaries of district. In order to execute the purposes and objectives declared in Section 40-118, there is hereby created in the city a district to be known as the "Downtown_ District". The boundaries of suck district shall be estabIished in accordance with the Priority Action Program for Central Portsmouth document including the changes or modifications therein adopted by the City Council and the specific boundary shall be filed and maintained in the same manner required by Section 40-18 of this chapte~ for zoning maps. Section 40-120. Downto~n D-1 District. Design Committee. (a) To further execute the purposes and objectives declared in Section 40-118 and pursuant to the power granted and conferred upon the City. There is hereby created and established a Down- town Design Committee which shall be referred to as "the Committee".
