- . (1) Is protected against flood.damage; <br /> <br /> (2) Is designed (or modified) and anchored to <br />prevent flotation, collapse or lateral movement of the <br />structure; <br /> <br /> (3) Uses construction materials and utility <br />equipment that is resistant to flood damage; a~ <br /> <br /> (4) Uses construction methods and practices that <br />will minimize flood damage. <br /> <br />In addition, proposed construction in Zone V7 must also; <br /> <br /> (5) Require new construction to be located landward <br />of the reach of mean high tide; <br /> <br /> [6) Be designed and use construction methods which <br />will adequately withstand velocity water and hurricane wave <br />wash; <br /> <br />(7) Prohibit the use of fill for structural support <br />of buildings; <br /> <br />(8) Prohibit man-made alteration of sand dunes; and <br /> <br /> (9) Provide that space temporarily enclosed by "break- <br />away walls" as defined in the Virginia Uniform Statewide Build- <br />ing Code, will not be used for human habitation and have the <br />space belo'~ the lowest floor free of obstructions. <br /> <br /> (b) Ail proposed new development projects shall be <br />reviewed in the office of the building official to assure that: <br /> <br /> (1) Ail such proposals are consistent with the <br />need to minimize flood damage; <br /> <br /> (2) Ail public and private utilites and facilities, <br />such as sewer, gas, electrical, and water systems are located, <br />elevated and constructed to minimize or eliminate flood <br />damage; and <br /> <br /> (3) Adequate drainage is provided so as to reduce <br />exposure to flood hazards. <br /> <br /> The building official shall furnish a written report of <br />his findings to the planning commission at such time as the <br />subdivision plat or group housing project site plan comes <br />before the planning commission for preliminary approval or a <br /> <br /> <br />
