Section 12-1/2-5. Floodproofing; definition of. <br /> <br /> "Floodproofing," as used herein shall mean one or more <br />structural provisions, changes, or adjustment to property to <br />require all new construction and substantial improvements to <br />be designed so that below the base flood level the structure <br />is watertight with walls substantially impermeable to the <br />passage of water and with structural components, having the <br />capability of resisting hydrostatic and hydrod~ic loads <br />and effects of buoyancy to eliminate flood damage to structures, <br />contents thereof, and water and sanitary facilities. Such' <br />measures may include but are not limited to the anchorage <br />of structure to foundations, installation of watertight doors~ <br />and bulkheads, reinforcement of walls to resist water pressure, <br />the use of paints, membranes or mortars to reduce seepage <br />of water through walls, addition of mass or weight to struct- <br />ures to resist flotation, construction of water supply and <br />water treatment systems to prevent the entrance of flood water <br />use of pu/~ping facilities for subsurface drainage facilities <br />for buildings to relieve external foundation wall and base- <br />ment floor pressures and the installation of cutoff valves <br />on sewer lines or elimination of gravity flow basement drains. <br />In any case, where the adequacy of floodproofing measures shall <br />be in issue, the building official shall determine the matter. <br />A person aggrieved by a ruling of the building official may <br />appeal such ruling to the board of adjustments and appeals in <br />accordance with the provisions of Section 127.0 through 127.6 <br />of the BOCA Basic Code of the City of Portsmouth. The building <br />official and the board shall make their decisions in accordance <br />with the rules, regulations and guidelines promulgated by <br />the federal insurance administrator. <br /> <br />Section 12-1,/2-6. <br /> <br />Building permits in flood hazard districts <br />required; subdivision proposals in flood <br />hazard districts; contents of application; <br />standards for evaluation thereof. <br /> <br /> (a} Building permits shall be obtained from the building <br />official prior to the commencement of any proposed development <br />including but not limited to buildings or other structures, <br />mining, dredging, filling grading, paving, excavation or <br />drilling operations or any substantial improvement to an <br />existing structure in Coastal High Hazard Zone V7, Special <br />Flood Hazard District Zones A-4 and A-7.
