The building <br />official ~halI review plat-s and site plans prior, to ~inat <br />approval by designated authorities, and he sh~ll communicate <br />his findings to the appropriate authorities in writing. Dis- <br />approval of flood control measures by the building official as any <br />state of review, shall be grounds for deferral or disapproval <br />of the development by the planning commission, city council, <br />director of planning or city engineer. Any person whose plans <br />or permit application is disapproved on ground~ of inadequate <br />flood protection measures shall be so informed by the build- <br />ing official. Such person shall then have the right to have <br />such decision reviewed by the board of adjustments and appeals <br />by requesting such review in writing within five (5) days <br />of receiving notice of disapproval. The board shall review the <br />decision of the building official and render its decision <br />a% its earliest opportunity. If the original decision shall <br />be reversed by the board, the plat, site plan or building <br />permit application shall then be deemed approved insofar as <br />flood control measures are concerned. <br /> <br /> (c) Any such permitted development is subject to all <br />other applicable federal and state rules and regulations. <br /> <br />Section 12-1/2-10. Flood control management; criteria <br /> relative to placement of mobile homes. <br /> <br /> The placement of mobile homes for residential or non- <br />residential uses are prohibited in Zone VT, Zone A7 except in <br />the existing mobile home parks and mobile home subdivisions. <br />All mobile homes shall be anchored to resist flotation, collapse, <br />or lateral movement by providing over-the-top and frame ties <br />to ground anchors. <br /> <br /> [a) Specific requirements for the placement of mobile <br />homes that: <br /> <br /> (1) Over-the~top ties are to be provided at each <br />of the four (4) corners of the mobile home, with two (2) <br />additional ties per side at intermediate locations and <br />mobile homes less than fifty (50) feet long requiring one <br /> (1) additional tie per side; <br /> <br /> (2) Frame ties are to be provided at each corner <br />of the home with five (5) additional ties per side at inter- <br />mediate points and mobile homes less than fifty (50) feet <br />long requiring four (4) additional ties per side; <br /> <br /> (3) Ail components of the anchoring system are <br />to be capable of carrying a force of four thousand, eight <br />hundred (4,800) pounds; <br /> <br />5 <br /> <br /> <br />
