AN ORDINANCE TO .~END SECTICNS 12-1/2-2, 12-1/2-3, 12-1/2-4, <br />12-1/2-5, 12-1/2-6 AND 12-1/2-10 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO FLOOD CONTROL. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 12-1/2-2, 12-1/2-3, 12-1/2-4, 12-1/2-5, <br />12-1/2-6, and 12-1/2-10 be amended and reordai~ed to read as <br />follows: <br /> <br />Section 12-1/2-2. Application of chapter; the zoning map of <br /> the City of Portsmouth. <br /> <br /> (a) This chapter shall apply to all lands within the <br />City of Portsmouth which are shown on the zoning map of the <br />City of Portsmouth to be located within Coastal High Hazard <br />Zone V7, Special Flood District Zone A4 and Zone A7. The <br />zoning map of the City of Portsmouth shall consist of those <br />map sheets adopted by section 40-18 of this Code plus all <br />map sheets which accompany this chapter and which depict <br />flood hazard districts thereon. In the application of <br />zoning laws within the city, the zoning map as heretofore <br />constituted and those map sheets which depict flood hazard <br />district shall be read and construed together. <br /> <br /> (b) Map sheets accompanying this chapter shall be of <br />identical scale and cartographic design as the map sheet <br />which heretofore have constituted the zoning map. Flood hazard <br />district maps shall be so designed and configured as to be <br />utilized as an overlay to the zoning map as it has heretofore <br />existed. <br /> <br /> (c) Interpretation of district boundaries contained on <br />the hazard district maps which accompany this chapter shall <br />be accomplished in accordance with the rules and principles <br />established in Section 40-19 of this Code. <br /> <br /> (d) The provisions of this chapter shall take precedence <br />over any conflicting ordinance or city codes within the flood <br />hazard districts. <br /> <br />Section 12-1/2-3. Flood hazard districts; establishment of. <br /> <br /> The flood hazard districts within the City of Portsmouth <br />shall be designated by the "Flood Insurance Study - Wave Height <br />Analysis" issued by the Federal Emergency Management Agency (FE~4A) <br />also shown on the City's Flood Insurance Rate Map (FIRM) dated <br />November 2, 1983, as amended by the Federal Emergency Manage- <br />ment Agency. This document and map, as amended, is declared <br />to be part of this ordinance, and any changes in the delineation <br />of the Flood Hazard District are subject to approval by the <br />Federal Insurance Administration.
