AN ORDINANCE AUTHORIZING THE OBTAINING AND DISSEMINATION OF <br />RECORDS OF PAST CRIMINAL CONVICTIONS FOR APPLICANTS FOR <br />PUBLIC EMPLOYMENT, PERMITS OR LICENSES. <br /> <br /> WHEREAS, employees of the City, the public schools, and <br />other local agencies have regular access in the scope of <br />their employment to public property, equipment and funds, <br />and such employees have continued contact with members of <br />the public and their property; and <br /> <br /> WHEREAS, the public safety <br />such employees be of good moral <br />and <br /> <br />and welfare require that all <br />character and honest demeanor; <br /> <br /> WHEREAS, the City issues numerous permits and licenses <br />to individuals whereby it is necessary to determine if past <br />criminal conduct of a person would be compatible with the <br />nature of the permit or license under consideration. <br /> <br /> IT IS HEREBY ORDAINED by the Council of %he City of <br />Portsmouth, Virginia: <br /> <br /> That the City ~nager, the Superintendent of Schools or <br />their designee, may obtain for each applicant considered for <br />public employment, and the City Manager may for each applicant <br />considered for the issuance of a permit or license duly <br />authorized by law, a record of past criminal convictions <br />to determine if any such past criminal conduct would be <br />compatible with the nature of the employment, permit, or <br />license under consideration so as to adequately protect <br />the public safety and welfare. <br /> <br /> This ordinance shall take effect as of the date of its <br />adoption. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held October !t, 1983. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
