3. That Section 40-31 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by removing the <br />following definitions: <br /> <br />Sign; <br /> <br />Sign, ground; <br /> <br />Sign, roof; <br /> <br />Sign, wall. <br /> <br /> 4. That Sec%ion 40-68.1 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by repealing the term <br />"sign" as defined therein, and adding a use thereto to read <br />as follows: <br /> <br />Signs. <br /> <br /> 5.
