(6) Window signs shall not cover more than twenty (20) percent of any window area. (7) Projecting signs may extend not further than slx (6) feet from the building to which they are attached and maintain a min±m~ vertical distance between the bottom of the sign and the grade at the right-of-way line of eight (8) feet. (8) Ail signs, including ~%ose exempt from this Code shall be maintained in good structural condition at all times. All signs shall be kept neatly painted, including all metal parts and supports thereof that are not galvanized or of rust-resistant material~ T~e Building Official or his designee shall have the authority to ord~r~the painting, repair, alteration or removal of a sign which is defective, damaged or deteriorated~ and to remove any sign not brought into compliance with his order. (9) Temporary signs may be utilized during construction of a building and for a period thereafter not exceeding thirty (30) days from the issuance of an occupancy permit. (10) Te~.porary signs may be utilized to announce any public, charitable, educational or religious event or function located entirely within the premises of the institution; pro- vided such sign ~s not erected more than thirty (30) days before the event or function, and is removed within three (3) days after the event or function. Section 40-286~ Certificate of compliance required. (a} No person shall erect, alter, repair, or relocate any sign without first obtaining a Certificate of Compliance from the Office of the City Planning of the City of Portsmouth. No Certificate of Compliance shall be issued until it has been determined that such sign is in a~cordance with the re~uirements of this Article. (b~ The Certificate of Compliance application shall be signed by the property owner or by his agent when the applicant is any person othsr than the owner of the property and shall be accompanied by the following: (1) A 5" x 7" photograph or a line diagram or other graphic representation showing the proposed.sign or existing sign to be altered, repaired, or relocated and location of proposed sign; and (2) A fee of fifteen dollars ($15) per sign for the processing of the application..
