(6) Nonconforming on-premises signs if the advertised <br />business changes from that existing at the time of adoption <br />of this Article. <br /> <br /> (7) Siqns which are of a size, location, movement, <br />content, coloring, or manner of illumination which may be <br />construed as a traffic control device or which hide from <br />view any traffic or street sign or signal or which obstruct <br />the view in any direction at a street or road intersection, <br />as determined by the City Traffic Engineer. <br /> <br /> (8) Temporary or nonstructural signs not otherwise <br /> exempted or permitted. For the purposes of this Article <br />- a sign shall be considered nonstructural if it has no permanently <br /> mounted, self-supporting structure or is not an integral <br /> part of a building. This section shall include signs mounted <br /> on wheels and otherwise constructed to be used as ~ temporary <br /> sign display. <br /> <br />Section 40-285. General Regulations. <br /> <br /> The following general regulations shall apply to ali~ <br />signs within the City of Portsmouth: <br /> <br /> (1) This Article supplements the Building Code and the <br />other Codes of this City and the Co~onwealth pertaining to <br />signs, and in the event that there is any conflict between <br />any provision of this Article and any other ordinance, la~, <br />rule or regulation of the City or Co~m~on~-ealth, the more <br />stringent provision shall be construe~ to control. <br /> <br /> (2) No off-premises sign shall be erected within six <br />hundred sixty (S60) square feet of the right-of-way of any <br />highway classified as an interstate highway or as a federal <br />and primary highway, except in conformance with Chapter 7, <br />~§ 33.1-351, et seq. of the Code of Virginia (1950), as <br />amended. <br /> <br /> (3) No exposed reflective type bulbs or incandescent <br />lamps shall be used on the exterior surface of any sign <br />in a manner as to cause offensive glare on adjacent pro- <br />perty or to create a traffic hazard or light intensity or <br />brightness, whether direct or indirect, affecting the safe <br />vision of operators of vehicles moving on public or private <br />streets or parking areas. <br /> <br /> (4) No nonconforming sign shall be altered, modified <br />or changed to cause the sign to exceed the degree of non- <br />conformity that existed at the time it became nonconforming. <br />This shall, however, not be construed as prohibiting normal <br />maintenance as required by this Code. <br /> <br /> ~5} Off-premises signs shall be only single-faced in <br />any one direction. <br /> <br /> <br />
