time, such remaining signs may be removed by the City and the cost of such removal shall be charged to the candidate or candidates. Section 49-284. Prohibited signs. Upon receipt of notice from the Building Official or his designee, the owner of the property on which a prohibited sign is located shall remove said sign within the time speci- fied in the notice. Upon the expiration of the specified time for removal, the Bus-!ding O~lclal or his designee, in addition to any other available remedies, may cause such prohibited sign to be removed~ and any costs incurred thereby shall be payable by the property owner. For %he purposes of this Article, the foi~owing signs shall be prohibited in the City: (1) Abandoned signs ~hich no longer identify or advertise a bonafide business~ lessor, service, owner, product, or activity located on the premises. Where the owner or lessor of the premises is s~eking a new tenant, such signs may remain in place for not more than ninety (90) days from the date of vacancy. An off-premises sign shall be deemed "abandoned~ if no copy or advertising matter is e~aibited on the advertising faces for more than sixty (60) calendar days. (2) Animated signs which utilize any form of involvement including~ but not limited to, animation, revolution, vertical or horizontal motion, whether mechanical,'~lectronic, wind- blown (powered) or wired except: (a) Revolving signs located on a corner lot with no o~her sign except wall or window; (b) Changing message signs which do not utilize exposed light bulbs or any way produce glare to traffic; lc) Street clocks or time and/or temperature displays when changes in lighting occur only to indicate the change in time and/or temperature. (3) Snipe Signs; (4) Roof Signs; (5) Banner Signs in public right-of-way except those erected by public body temporary for an event, activity or celebration.
