Off-Premises Sign shall mean a sign that draws attention to or communicates information about a business, service, commodity, product, event or other activity that is conducted, sold or offered at a location other than the~premises on which the sign is located. Person shall mean and include any person, firm, partnership, association, corporation, company or organization, singular or plural, of any kind. Projecting Sign shall mean any sign other than a wall sign affixed to any building or wall having a principal function other than support of the sign whose leading edge extends beyond such building or wall. Public Body shall mean any ~ ~ govern~L~enu or governmental agency of the City of Portsmouth, the Commonwealth of Virginia, or of the United States of America° Removal of 'Sign shall mean the removal and dismantling of a!~ signs, e~bellisD~ent and structures designed specially to support such sign. RoOf Stg~ shall mean any sign erected or constructed wholly up on and over the roof of any building and supported solely on the roof structure. 'Sign shall mean any surface, fabric, display, device, figure, painting, drawing, message, placard, poster, bill- board, or other structure which is designed, intended, or used to advertise or inform any part of the advertising or informative contents of which is visible from any public street. Snipe Sign shall mean any sign of any material whatso- ever that is attached in any way to a utility pole, tree, or any object located or situated on public or utility easement on private property. Temporary 'Sign shall mean any mobile or portable sign or sign structure not securely attached to the ground or to any other structure. Wall' Sign shall mean any sign painted on or.attached to and erected parallel to the face of or erected and confined w~thin the limits of the outside wall of any building and supported by such wall or building and which displays only one advertising surface.
