Banner Sig~ shall mean any sign hung either with or <br />without frames, possessing characters, letters, illustrations, <br />or ornamentations applied to paper, plastic or fabric of any <br />kind. National'flags, flags of the Commonwealth of Virginia, <br />City of Portsmouth or s~bolic flags of any institution or <br />business shall no% be considered banners for the purposes of <br />this Article. <br /> <br /> Beacon Light shall mean any light with one or more <br />beamsr capable of being directed in any direction or directions <br />or capable of being revolved automatically. <br /> <br /> Bench Sign shall mean a sign located on.aRy part of <br />the surface of a bench or sea% placed on or adj~acent to <br />a public right-of-way. <br /> <br /> Chan'geable COpy Sig~ shall mean a sign that is designed <br />so that characters, letters or illustrations can be changed <br />or rearranged without altering the face or the surface of <br />the sign~ <br /> <br /> Erect shall mean to build, construct, attach, hang, <br />place, suspend or affix and shall also include the painting <br />of wall signs. <br /> <br /> Gro~nd Sign sb~l! mean any sign which is supported <br />by structures or supports in or upon the ground, is less <br />than eight (8) feet in height measured from the level of <br />the public street on which it faces to the bottom edge of <br />the sign, and which is independent of support from any <br />building or other structure. <br /> <br /> LOcation shall mean any lot, premises, building, structure, <br />wall, window or any place whatsoever upon which a sign is <br />located. <br /> <br /> Marquee 'Sign shall mean any sign attached to and made <br />part o~ a marquee. A marquee is defined as a permanent <br />roof-like s~ructure projecting beyond a building or extending <br />along and projecting beyond the building's wall and generally <br />de~g~' ~ a~d constructed to provide protection against weather.~ _ <br /> Maxmm~]m A~vertlslng Display Area shall mean the cumulative <br />total of the advertising display areas of all signs !ocaked <br />on one zoning !ok. <br /> <br /> Nonconforming Sign shall mean any sign which does not <br />conform to the regulations of this Article and the related <br />codes and ordinances of the City of Portsmouth. <br /> <br /> <br />
