(i) Density; (ii) Structural mass and height; (iii) Architectural features; (iv) Exterior'materials and treatments; (V) Open space and vehicular and pedes- trial transportation network links; and (vi) Any other matters pertaining to the proposal which should be considered in their revzew. (3) Prior to approval by the City Council, the developer shall enter into an agreement guaranteeing that off-site drainage improvements shall be provided as specified in S33-56 of the Subdivision Chapter. (4) The Planning Commission shall, after a thorough review of said proposal and site plan, transmit -its recommendation along with specific findings as to each of the above-stated criteria to the City Council for its approval or disapproval. (5) A fee of five dollars ($5.00) per dwelling unit shall be charged for processing group housing applications. ~6) (a) After approval by the City Council of a proposed group housing project, no building permit shall be issued, no building or structure erected, no plat recorded or occupancy permit issued except in conformity with the approved project plans. (b) If a developer has not applied for building permits for the entire approved group housing project in one year of City Council approval, such approval shall be deemed expired to that portion of the approved proDect for which building permits have not been issued. However, the developer may petition the City Planning Commission for an extension of such approval for a period of one year. The City Planning Commission shall grant such 'extension if it believes the developer has moved with dispatch to execute the approved project.
