(i) Density; <br /> <br />(ii) <br /> <br />Structural mass and height; <br /> <br />(iii) Architectural features; <br /> <br />(iv) Exterior'materials and treatments; <br /> <br /> (V) Open space and vehicular and pedes- <br />trial transportation network links; and <br /> <br /> (vi) Any other matters pertaining to the <br />proposal which should be considered in their revzew. <br /> <br /> (3) Prior to approval by the City Council, the developer <br />shall enter into an agreement guaranteeing that off-site drainage <br />improvements shall be provided as specified in S33-56 of the <br />Subdivision Chapter. <br /> <br /> (4) The Planning Commission shall, after a thorough review <br />of said proposal and site plan, transmit -its recommendation along <br />with specific findings as to each of the above-stated criteria <br />to the City Council for its approval or disapproval. <br /> <br /> (5) A fee of five dollars ($5.00) per dwelling unit shall <br />be charged for processing group housing applications. <br /> <br /> ~6) (a) After approval by the City Council of a proposed <br />group housing project, no building permit shall be issued, no <br />building or structure erected, no plat recorded or occupancy <br />permit issued except in conformity with the approved project <br />plans. <br /> <br /> (b) If a developer has not applied for building <br />permits for the entire approved group housing project in <br />one year of City Council approval, such approval shall be <br />deemed expired to that portion of the approved proDect for <br />which building permits have not been issued. However, the <br />developer may petition the City Planning Commission for an <br />extension of such approval for a period of one year. The <br />City Planning Commission shall grant such 'extension if it <br />believes the developer has moved with dispatch to execute <br />the approved project. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held September 27, 1983. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
