5. That Section 40-55 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended to read as follows: <br /> <br />Section 40-55. Group housing project review. <br /> <br /> (1) A group housing project as defined in .~40-31, or <br />condominium or conversion condominium as defined in ~33-2, <br />may be exempted from the dimensional requirements for resi- <br />dential dwellings contained in this Chapter, if the project <br />as a whole conforms to the requirements set forth as to the <br />minimum required floor area for dwelling units, the minimum <br />allowable area for dwelling units, the minimum allowable area <br />for the number of dwelling units, the maximum allowable area <br />devoted to residential purposes, the maximum allowable plot <br />coverage and side and rear yard requirements for buildings <br />adjacent to other plots; and a site plan similar to that <br />required by §33-23 of the Subdivision Chapter; except %hat <br />a site plan for a condominium or conversion condominium must <br />conform to the specifications of ~55-79.58 of the Code of <br />Virginia, is submitted for review based on the following <br />criteria: <br /> <br /> (a) The project's compatibility with its environ- <br />ment, and with other land uses and buildings existing in the <br />surrounding area; <br /> <br /> (b) The quantity, quality, utility, size and type <br />of the project's open space and landscaping improvements, <br /> <br /> (c} The ability of the project's traffic circulation <br />system to provide for the convenient and safe movement of <br />vehicles and pedestr±ans, and <br /> <br /> (d) The quantity, quality, utility and type of <br />the project's community facilities (recreation, laundry, <br />sanitary facilities, storage areas, etc.). <br /> <br /> ~2) In addition to the site plan required to conform <br />to §33-23 of this Code and/or ~55-79.58 of the Code of Virginia, <br />all group housing projects, condominium or conversion condominium <br />preliminary plats must show the following: <br /> <br />val; <br /> <br />(a) Existing and proposed contour lines (1) ' inter- <br /> <br /> ~b) Ail existing trees with 6" or more trunk dia- <br />meter; proposed landscaping including the proposed trees and their <br />conumon name; and existing trees to be preserved; <br /> <br /> (c) A letter addressed to the Director of Planning <br />describing the project, its compatibility with the existing <br />environment and the surroundings in terms of: <br /> <br /> <br />
