WHEREAS, there have been presented to the General Assembly <br /> <br />certain bills which would drastically alter the existing annexation <br /> <br />laws of this State to the end that annexstions would virtually cease; <br /> <br />and <br /> <br /> WHEREAS, the cities of this State should not be deprived of <br /> <br />their right to growth as bestowed by Section 126 of The Constitution of <br /> <br />Virginia, for the reason that without such growth the financial ability <br /> <br />of the cities to perform their essential governmental functions would <br /> <br />be impaired and destroyed. <br /> <br /> NOW, THEREFORE. BE IT RESOLVED by the Council of the City of <br /> <br /> Portsmouth, Virginias that the sense of this Council be and hereby is <br /> <br /> declared as opposing any alteration of the general annexation laws of <br /> <br /> the State at this time. <br /> <br /> BE IT FURTHER RESOLVED that certified copies of this resolution <br /> <br /> be forwarded to the elected representatives of the City of Portsmouth <br /> <br /> now serving in the General Assembly and to the Chairmen of the Committees <br /> <br /> on Counties, Cities and Towns of the House of Delegates and Senate of <br /> <br /> Virginia. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, on <br /> <br />February 15, 1960. <br /> <br /> <br /> ________________________________ <br /> City Clerk <br /> <br /> <br />
