RESOLUTION OF RE~INDER %~qEREAS, the Council of the City of Portsmouth, Virginia on the ninth day of June, 1959, unanimously approved a resolution protesting the tight federal and state control over the administration of the welfare pro- gram which has resulted in mushrooming costs and a permanent dole consti- tuting a stigma and a disgrace to the stature of a free and responsible people, and appealing for the help of its representatives in the Congress of the United States and in the General Assembly of Virginia ~o revise exist- lng state and federal regulations in order ~o return control and supervision of the welfare program to the local level, and %VHERFAS, during the last two years the cost has moved upwards, the rolls have increased, and the legislative dampeners to the voice of the people at the scene remain intact upon the books, NOW, T~EREFORE, BE IT RESOLVED by the Council of the City of Ports- mouth. Virginia that the sense of the abovementioned resol~ion remains the same as of this date and the urgency of the appeal contained therein increases an~ualty~ and that the representatives )f the City of Portsmouth, Virgin!a in the Congress and in the General Assembly are hereby reminded of the said re- solution and again urged to take the necessary corrective action, BE IT FURTHER RESOLVED that copies of these resolutions be forwarded by the City Clerk to all members of the Congress of thc United States and the General Assembly of Virg~nza representing the people of this City, and tha~ copzes be forwarded to the governing bodies of the Cities of Norfolk, Sduth Norfolk. Virginia Beach, Suffolk, Newport News and Hampton, and thc Counties of Norfolk, Princess Anne and Nansemond.
