4. That it is hereby found and determined tha~ the tled~velopment Plan for Project area conforms To the general plan of the Locality. 5. That it is hereby found and determined that the financial aid provided andtobe provided pursuant to the contract(s) for ~ederal finandial assistance pertaining to the Project is necessary to enable the Project to be undertaken in accordance with the l{edeveiopment Plan for the Project area. 6. That it is hereby found ar.d determined that the ~edevetoornent Plan for the ~edeveiooment ~krea will afford ma>:imum opport ~u_uit¥, consisten~ with the sound needs of the Locality as a whole, for the redeve!opmenz of the ~-rea by private enterprise. 7 That it is hereby found and deter~nined that the i~edevelooment Plan for the tledevelopment 3krea gives due consideration to the orovision of adequaze park and recreational areas and facilities, as may be desirable for neighborhood improvements, with special consideration for the health, safety, and -~velfare of children residing 'in the general vicinity of the site covered by the Plan 8, That it is hereby found and determined that the progra~, for the proper relocation of individuals and families 5isniaced ~n carrying out the Project in decent, safe, and sanitary dwellings in conformity with acceptable standards is feasible and can be reasonably and timely effected to permit the proper prosecution and completion of the Project; and that such dwellings or dwellings units available or to be made available to such displaced individuals and far~.iizes are az least equal in number to the number of displaced individuals~families, are not generally less desirable in regard to public utilities and public and commercial facilities than the dwellings of the displaced individuals and families in,the project area, are available a~ rents or prices within the financial means of the displaced individuals and fa~i!ies, and are reasonably accessible to their places of empioyn~ent. 9. That, in order ~o imolement and facilitate the effectuation of the ~edeveloo- ment Plan hereby approved, it is found and deter;~ined that certain official action' must be taken by this ]Body with reference, arr~ong other things, ~o changes in zoning, the vacating and removal of streets, alleys, and other public ways, the establist~en~ of new streets patzerns, the location and relocation of sewer and water mains and other public facilities, and other eubiic action, and~ accordins[y, this Body hereby (a) pledges its cooperation in helping ~o carry ous the ~edeveiopment Plan; (b) requ~szs the various officials, deoartments~ boards, and agencies of the Locality having administrative responsibilities in the premises likewise 5o coooeraze zo such end and To exercise their res-sective functions and bowers in a rr~.anner consistent with the ~edevelopmenz Plan; and (c) stands ready to consider and take appropriate aczion noon proposals and measures designed to effectua°ce the t~edeve!oomenz Plan. !O. That additional financial ~ssistance under the orovisions of Title I of the I-!ousing Act of 1949, as amended, is necessary to enable the !and in the Projecr. area ~o be renewed ~n accordance with the ~edevelopmen~ Plan for the Projecz area and, accordingly, the filing by the Local Public ~gency of an application or applications for such financial assistance under Title i is h~reby approved.
