RESOLUTION AUTHORIZING FILING OF APPLICATION FOR GRANT TO ACQUIRE OPEN-SPACE LAND WHEREAS, Title VII of the Housing Act of 1961 provides for the making of grants by the Housing and Home Finance Administrator to States and local public bodies to assist them in the acquisition of pei*manent interests in .land for open-space purposes where such acquisition is deemed essential to the proper long-range development, and welfare of urban areas in accordance with plans for the allocation of land to such purposes; and WHEP. E~S, the City of Portsmouth, Virginia, desires to acquire the fee simple interest to certain land known as the Obici Farm, which land, in accordance with the Comprehensive Plan adopted by the Council of th~ City of Portsmouth, Virginia, is to be held and used for perma- nent open-space land for recreational purposes; and WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing and Home Finance Agency effectuating that Title~ provide that no person shall be discriminated against because of race, color, or national origin in the use of the land proposed to be acquired; and W}~REAS, it is estimated that the total consideration to be paid for the acquisition of said interest will be $300,000.00: NON, THEREFORE, BE IT RESOLVED BY THE COUNCIL' OF ~{E CITY OF PORTSMOU~{, VIRGINIA, AS FOLLOWS: 1. That an application be made to the Housing and Home Finance Agency for a grant in an amount authorized by Title VII of the Housing Act of 1961, which amount is presently estimated to be $150,000.00, and that the City of Portsmouth, Virginia, will pay the balance of the consideration for the acquisition of such interest and the total of all related costs from other funds available to it. 2. That the City Manager is hereby authorized a~d directed te execute and file such application with the Housing and Home Finance Agency, to provide additional information and to furnish' such documents as may be required by said Agency, to execute such contracts as are ~equired by said Agency, and to act as the authorized correspondent of the ~ity of Ports- mouth, Virginia. 5. That the proposed acquisition is in accordance with the Comprehensive Plan adopted by the Council of the City of Portsmouth, Vir- inia for the preservation.of permanent open-space land, ~nd that shoul gsal~ gran~ ~ --~ ~- ~ade., ~ the .
