recommendations are not a part o~ the Redevelopment Plan: ~nal project report Part I-~pplication for Loan and Grant) %Fearer Redevelopment Project, Project No. VA R-40 dated March 1, 1965; and %VHEREAS the Redevelopment Plan hk~ been approved by the Governing Body of the Local Public Agency, as evidenced by ~he co~y of said Body's duly certified resolution approving the Redevelopment Plan, %vhich is a~.ached ~nereto; and WHEREAS~ a general plan has been prepared and is recognized and used as a guide for the general deveiop~ent of the Locality as WHEREAS the Redeve!opmen~ Plan for the Project area prescribes certain land uses for the Project area and will require, among other things, cha~ges in zoning, the vac~ting and removal of streets, alleys, and other public ~vays~ the establishment. of newv street pa~erns, the location and relocation of sewer and water mains~ and other public facilities, and other public-action; and %VHEREA-S the Local i~ubl ic ~a_gency has nre~ared and submitted a program for ....... ~' that ~ay be dis~!aced as a result of carrying the relocation ox ~na~v~duats and ~m~es ou~ the Project in accordance wztk the ~eceve.o~en~ Plan; and W~LEREkS there have also b~en presented ~o the Governing Body information and data respecting the relocation program which has been prepared by the Local Public ~gency as a result of studies, surveys, and inspections in the Project area a~t the assembling and analysis of the da~a and information obtained from such studies, surveys and inspections; and ]VHEREAS the members of the Governing Body have general knowledge of the conditions prevailing in the Project area and of the avai!ahiiity of proper housing in the Locality for the relocation of individuals and families that r~ay be displaced from the Project area and, in the light of such knorr!edge of local housing conditions, have carefully considered and revie~ved such proposals for relocation; and WI-LER~AS it is necessary that the Governing Body take appropriate official action respecting the relocation program aha the Redeveio~r..en~ Plan for the Project, in conformity with the contract(s) for financial assistance bet~veen the Local Public Agency and the 13-hired States of ~erica, acting by and through the Housing and Home ~inance -~dministrator; and %V~EP~AS the Governing Body ~s cognizar_t of the conditions that are imposed in the undertaking and carrying out of redevelop~.er.t pro3ecrs wi~h Federal financial assistance under Title I, including those prohibiting discrimination because of race, color, creed, or national origin: R~O'W, THEREFORE BE ~ v ...... ~i~I~ CITY O~ PORTSMOUTH, Vt~GI~-I~k: !-.
