CITY COUNCIL OF POATSi/OUTH, <br /> yIitGiNIA APPI~OViNG THeE AEDEVELOp~ENT. <br /> ~LAN AND T~E FEASIBILITY OP <br /> ~ ~ ~ pROJECT <br /> <br /> -gHEREAS, under the provisions cf Title I of the Housing Act of 1949, as amended, <br />the Housing and Home _~inance Administrator is authorized to provide financial <br />assistance to Local l~abtic Agencies for undertaking and carrying out redevelopment <br />projects; and <br /> %VI-I~t~EAS it is provided in such Act that corP~racts for financial aid thereunder <br />she!ll require that the i~ed~velopmen= Plan fcr ti~e respective project area be approved <br />by the governing body of the locality in %vhich the project is situated and that such <br />approval i~{ctude findings by the governing body that: (1) the financial aid to be provided <br />in the con~ract is necessary to enable the project to be undertaken in accordance with <br />the Redevelopment Plan; (Z) the Redeve!opmen~ Plan v/ill afford maximum opportunity, <br />consistent with the sound needs of the locality as a whole, for the rehabilitation or <br />redevelopment of the redevelopment area by private enterprise: (3) the P~edeve!opment <br />Plan conforms to a general plan for the development of the locality as a w-hA}la; and (4) <br />the l~edevelopment Plan gives due'consideration to the provision of adequate park and <br />recreational areas and facilities; as may be desirable for neighborhood improvements, <br />with special consideration for the health, safety, and ~ve!fare of children residing in <br />the general vicinity of the site- ~overed by the Plan; and <br /> IArI-iEt~EAS the Portsmouth Redevelopmen~ and Housing Authority (herein called the <br /> ['~ocal Public Agency") bas entered into a planning contracz for financial assistance <br /> under such Act with the United States of Ar~erica, acting by and through the Housing <br /> and Home Finance Administrator, pursuant to which Federal funds were provided for <br /> the preparation of Surveys and Plans for the %Veaver Redevelopment Prcject, Projec= <br /> No. -IfA R-%0 (herein called the '~Project") and encompassing the area described on <br /> the attached sheet, located in the City of Portsmouth, Commonwealth of Virginia <br /> (herein called the '~Locality"); and <br /> <br /> %VHEZtEAS the Local Public Agency has applied for additional financial assistance <br /> u~der such Act and proposes to enter intc an additional con'~ract or contracts with the <br /> Housing and Home Finance Agency for the'undertaking of, and fo r making available <br /> additional financial assistance for~ the Projecz; and <br /> <br /> ~VI-IE~EAS, the Local Public Agency h~s re. ada detailed studies of the location, <br />physical condition of strucrares, land use. environ-~.ar-zal i~iuences, and social, <br />cultural; and economic conditions of the Project area and has deterr~.~ned that the area <br />is a blighted and deteriorated area and that it is derrick, un, al and a n~enace to the safety, <br />health, and wvelfare oi the inhabitanzs and users thereof and of the Locality at large, <br />because of the followving: !0Z of the ill properties are is. a b!igleted and deteriorated <br />condition; 104 of the ia0 main structures, or 86. 6 eerce~r[ have deficiences to a eoint <br />requiring clearance; 16.6 of the 2%. 6 ne~ projecz acres, or 67.5 percer.~, are blighted <br />and deteribrated: and the clearance of 13 properties and 1Z structures are required ~o <br />carry out redevelopment plan objectives; further, this blighted and deteriorated area <br />is detrimental to the safety, health~ mDrals and welfare of the community because of <br />the dilapidation, obsolescence, overcrowding, faulty arrangemer'~ of design, lack of <br />ventilation, light and sanitary facili'~ies, excessive land coverage, deleterious land <br />use or obsolete layout of the buildings ar~d i_~aprovemer-ns and the mer~.bers of this <br />'Governing Body have been ful!'y apprised by tl~e Local PuD- ~ Agency and are a%vare <br /> <br /> <br />
