Carpenter, had dedicated his life to the <br /> service of his fellow men as a police officer of the City of Portsmouth; <br /> and <br /> <br /> ~rHEREAS~ he was viciously and mercilessly r~u do~ and killed <br />~ile in the performar~ce of his official duties; and <br /> <br /> ~REAS, wb~le still a yourg ~an in the prime of his life, the <br />said David W. Carpenter did observe the highest c~dant and pay the <br />supreme sacrifice in that he did lay down his life for his friends; and <br /> <br /> WHEREAS, the co~mmunity has suffered a great loss in the unt~ely <br />passing of David W. Carpenter and has joined with his family and friends <br />in mo~rning his tra~c death. <br /> <br /> NOW, THEP~RE, BE IT RESOL-VED by the Council of the City of <br />Portsmouth~ Vir~j~mia, that the heartfelt sympathy of this body, acting <br />for the citizens of this City, be and hereby is extended to the f~mily <br />of the late David W.
