A RESOLUTION URGING THE ELIZABETH ~ TL~%~EL <br />CO~,SSSION TO PEP~IT CERTALW COTJ,~E STUDENTS <br />REDUCED RATES FOR PASSAGE ~HROUGH ITS TUNNELS. <br /> <br /> ~a~qEREAS, the provision of higher education to young people of the <br />United States is a necessity vital to the continued growth and welfare <br />of our society; and <br /> <br /> WHEREAS, the cost of such education should be minimal to the students <br />concerned in order that as n~ny of the qualified ones as possible can take <br />maximum advantage of educational opportunities; and <br /> <br /> WHEREAS, many young people of the Chesapeake-Norfolk-Virginia Beach <br />area, unlike the students attending Old Dcminion University and Norfolk <br />State College are unduly penalized by the necessity of having to pay <br />full tunnel tolls each day in journeying to and from Frederick College; <br />and <br /> <br /> ~2~S, this is an extra financial burden ~ich should be lifted <br />and which can by law be waived by the Elizabet~h River Tunnel Commission <br />if it so desires; and <br /> <br /> WHERF~, the General Assembly of Virginia in the 1968 session Just <br />ended made it abundantly clear by resolution that it was most desirable <br />tb~t such tolls be waived for college students. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth~ Virginia, urges the Elizabeth River Tunnel Co~ssion to <br />act expeditiously to permit students attending Frederick College from <br />~homes located in the Chesapeske-Norfolk-Virginia Beach area to travel <br />at a reduced rate through its tunnels. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a <br />meeting held September 9, 1969. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
