A RESOLUTION AO~HORIZING APPLICATION FOR GR~NT FOR FEDERAL FUNDS D~D~ THE HTLT~BURTON ACT. ~, the Hill-Burton Act authorizes the makirg of grants of Federal funds to any local public body or agency to assist in financing the cost of construction of Community Health Centers; and WHEREAS, the City of Portsmouth (herein sometimes referred to as "applicant") deems it necessary and in the public interest to construct a Community Health Center and to u~ndertake such project ~th Federal grant assistance. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That an'application on be~half of the City of Portsmouth be made to the United States Department of Health, Education and Welfare through the Vir- ginia Department of Health for a grant ~onder the Hiil-Burton Act in au amount eq,oal ~to 55% of the construction costs of the Conm~uity Health Center, such construction costs now estimated to be $786,450. 2. That A. P. Johnson,- Jr., City Manager, is here- by authorize~ and directed to execute and file such application, to execute suqh contract or contracts as may be necessary, to provide such information and furnish such documents as my be required by the United States Department of Health, Education and Welfare and the Virginia Deoartn~nt of Health, and to act as the authorized representative of t~ ap- plicant in the accomplishment of the Comunity Health Center Project. 3. ~nat in acco~dance with Title VI of the Civil Rights Act of 1964, no person s~hall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination in the ~ndertakJ~ng and carrying out of this project.
