ter~. The terms of all associate judges and substitute judges shall be coterminous with the term of the judge of said court. Ail appointments hereunder shall be subject to the approval of a majority of all the members of the ~ity council. 9.06. Assignment of Work. The judge of the Juvenile and domestic relations court may assign the work of said court, in his sole discretion, between himself and such associate .judges as may be appointed, in order to equalize the work load of such judges. § 9'.07. J__udges of C~urts Not of Record. Any Judge, associate judge or substitute judge of any court not off record located within the City of Portsmouth may act as the judge of any other court not of record located within the City of Portsmouth and while so acting, he shall perform the same duties, exercise the same power and authcrity, and be sub- ject to the same obligations as prescribed by law for the judge of such court. § 9.08. Justices of the Peace. There shall be appointed by the majority of all the mem- bers of the City Council ten justices of the peace for the city at large who shall hold office for a term of four years and until their successors are elected and qualified. The terms of the jus- tices of the peace in office.on the effective date of this act shall expire on January 1, 197~; their successors shall be appoint- ed for four year terms commencing on January 1, 1973. The Judge of the municipal court shall exercise general supervision and administrative power over the'justices of the peace. This s~all include the power to regulate the time and place of sitting such just'ices of the peace. The judge of the municipal court shall ~designave one of the justices of the peace as the chief ~ustice of the peace who shall have sucb additional duties as the council may prescribe. Appointments made under the provisions of this section shall be revokable at the pleasure of the majority of mem- bers of the City Council. ARTICLE X § !0.01. Initiative, Referendum and Recall Petition for Initiative. (a) Any proposed ordinance, including any ordinance for the repeal or amendment of an existing ordinance may be sub- mitted to the council by petition signed by at least thirty per centum of the electors eligible to vote in the last preceding general election. Such petition shall contain the proposed ordinance in full. -21-
