The terms of all associate judges and substitute judges <br />shall be coterminous with the term of the judge of said court. <br />The ter~ of the judge of the juvenile and domestic relations <br />court in office on the ef£ective date of this act shall expire <br />on July t~ 1970~ his successor shall be appointed for a four-year <br />term co~mencing on July 1, 1970. Ail appointments hereunder shall <br />be subject to the approval of a majority of all the members of <br />the ~ity council. <br /> <br />9.06. Assignment of Work. <br /> <br /> The judge of the Juvenile and domestic relations court <br />may assign the work of said court, in his sole discretion, between <br />himself and such associate .judges as may be appointed, in order <br />to equalize the work load of such judges. <br /> <br />§ 9'.07. J__udges of C~urts Not of Record. <br /> <br /> Any Judge, associate judge or substitute judge of any <br />court not off record located within the City of Portsmouth may act <br />as the judge of any other court not of record located within the <br />City of Portsmouth and while so acting, he shall perform the <br />same duties, exercise the same power and authcrity, and be sub- <br />ject to the same obligations as prescribed by law for the judge <br />of such court. <br /> <br /> § 9.08. Justices of the Peace. <br /> <br /> There shall be appointed by the majority of all the mem- <br />bers of the City Council ten justices of the peace for the city <br />at large who shall hold office for a term of four years and until <br />their successors are elected and qualified. The terms of the jus- <br />tices of the peace in office.on the effective date of this act <br />shall expire on January 1, 197~; their successors shall be appoint- <br />ed for four year terms commencing on January 1, 1973. The Judge <br />of the municipal court shall exercise general supervision and <br />administrative power over the'justices of the peace. This s~all <br />include the power to regulate the time and place of sitting such <br />just'ices of the peace. The judge of the municipal court shall <br />~designave one of the justices of the peace as the chief ~ustice <br />of the peace who shall have sucb additional duties as the council <br />may prescribe. Appointments made under the provisions of this <br />section shall be revokable at the pleasure of the majority of mem- <br />bers of the City Council. <br /> <br />ARTICLE X <br /> <br />§ !0.01. <br /> <br />Initiative, Referendum and Recall <br />Petition for Initiative. <br /> <br /> (a) Any proposed ordinance, including any ordinance <br />for the repeal or amendment of an existing ordinance may be sub- <br />mitted to the council by petition signed by at least thirty per <br />centum of the electors eligible to vote in the last preceding <br />general election.
