Should any moneys~ other than capital items, derived <br />from sources other than state funds be unexpend~d in any year <br />and thus become available for use the next year pursuant to <br />Section 22-138 of the Code of Virginia~ the council may provide <br />in the budget that the city's share of the appropriation for the <br />next ensuing year shall be decreased in a like amount. <br /> <br />ARTICLE IX <br /> <br />Administration of Justice <br /> <br />9.01. Municipal Court. <br /> <br /> There shall be a municipal court for the City o~f <br />~orts'mouth. Such court shall have both civil and criminal jur- <br />isdiction and such other judicial powers as are conferred by <br />general law on municipal courts of cities of the first class. <br /> <br />~ 9.02. ~Judge.s of the ~un~c~pal Court. <br /> <br /> The judge~ associate judges and substitute judges of <br />the municipal court shall be appointed for four-year terms by <br />the judge of the court of hustings for the City of Portsmouth. <br />Appointments to vacancies shall be for the unexpired term. The <br />terms of all associate judges and substitute judges shall be <br />terminus with the verm of the Judge of said court. The term of <br />the j~dge of the municipal court in office on the effect'ire date <br />of this act shall expire on July l, 1970; his successor shall be <br />appointed for a four-year term co~=mencing on July l, 1970. ~i1 <br />appointments hereunder shall be subject to the approval of a <br />majority of all the members of the city council. <br /> <br />9.03. Divisions of Court. <br /> <br /> The judge of the municipal court may designate divisions <br />within the court to handle ca,es of a particular type or class; <br />such divisions may be designated as police~ traffic or civil di- <br />visions. In his sole discretion the judge of said ~ourt may <br />~assign the work of a particular division or divisions to him- <br />self or such associate judges as may be appointed, in order to <br />equalize the work load of such j~dges. <br /> <br />§ 9.0~. Juvenile and Domestic Relations Court. <br /> <br /> There shall be a juvenile and domestic 'relations court <br />for the city. Such court shall possess the same jurisdiction and <br />powers as are conferred by law upon juvenile and domestic relations <br />courts of cities of the first class. <br /> <br />9.05. Judges of the Juvenile and Domestic'Relations Court. <br /> <br /> The judge, associate judges and substitute judges of the <br />juvenile and domestic relations court shall be appointed for four- <br />year terms by the Judge of the court of hustings for the City of <br />Portsmouth. Appointments to vacancies shall be for the unexpired <br /> <br /> <br />
