ARTICLE IV City Clerk § 4..01, City Clerk. The council shall appoint a city clerk who shall serve at the pleasure of the council. He shall receive compensation to be fixed by council, and all fees received him shall-be paid into the city treasury. by § 4.02. Duties. The city clerk shall be the clerk of the council, shall keep the journal of its proceedings~ and shall record all ordinances in a book kept for the purpose. He shall be the cus- t~odian o-f ~e corporate seal of the city mad shall be the officer authorized to use and authenticate it. Ail records in his office shall be public records and open to inspection at any time during regular business hours. He shall perform such other duties as are required by law or required of him by the council. 4.03. Deputy City Clerk. The council may appoint a deputy city clerk who shall assist, the city clerk in the performance of hi~ duties and shall act .under his direction and control. ARTICLE V City. Manager § 5.01. Appointment~ Qualifications, etc. The city manager sha~l be the administrative and ex- ecutive head of the municipal government. He shall be chosen by the council without regard to his political beliefs, and ~sole!y upon the basis of his executive and administrative qualifications. The choice shall not be limited to inhabitants of the city and state. The city manager shall receive such compensation as shall be provided by the council by ordinance. He shall be appointed for an indefinite period, and shal~ serve at the pleasure of the council. In the event'of the inability of the city manager to perform the duties of his office by reason of absence, vacation, sickness or other disability~ the council may designate someone to perform the duties of his of his office during such absence or disability, and in the absence of such designation by the council, the city attorney shall perform the duties of city manager.
