ARTICLE IV <br /> <br />City Clerk <br /> <br />§ 4..01, City Clerk. <br /> <br /> The council shall appoint a city clerk who shall <br />serve at the pleasure of the council. He shall receive <br />compensation to be fixed by council, and all fees received <br />him shall-be paid into the city treasury. <br /> <br />by <br /> <br />§ 4.02. Duties. <br /> <br /> The city clerk shall be the clerk of the council, <br />shall keep the journal of its proceedings~ and shall record all <br />ordinances in a book kept for the purpose. He shall be the cus- <br />t~odian o-f ~e corporate seal of the city mad shall be the officer <br />authorized to use and authenticate it. Ail records in his office <br />shall be public records and open to inspection at any time during <br />regular business hours. He shall perform such other duties as <br />are required by law or required of him by the council. <br /> <br />4.03. <br /> <br />Deputy City Clerk. <br /> <br /> The council may appoint a deputy city clerk who shall <br />assist, the city clerk in the performance of hi~ duties and shall <br />act .under his direction and control. <br /> <br />ARTICLE V <br /> <br />City. Manager <br /> <br />§ 5.01. Appointment~ Qualifications, etc. <br /> <br /> The city manager sha~l be the administrative and ex- <br />ecutive head of the municipal government. He shall be chosen <br />by the council without regard to his political beliefs, and <br />~sole!y upon the basis of his executive and administrative <br />qualifications. The choice shall not be limited to inhabitants <br />of the city and state. The city manager shall receive such <br />compensation as shall be provided by the council by ordinance. <br />He shall be appointed for an indefinite period, and shal~ serve <br />at the pleasure of the council. In the event'of the inability <br />of the city manager to perform the duties of his office by <br />reason of absence, vacation, sickness or other disability~ the <br />council may designate someone to perform the duties of his <br />of his office during such absence or disability, and in the <br />absence of such designation by the council, the city attorney <br />shall perform the duties of city manager. <br /> <br /> <br />
