§ 5.02. Powers and Du~e~ of ~h__e City Manager. <br /> <br /> The city manager shall be responsible to the council <br />for the efficient administration of 'all affairs of the city. <br />He shall haYe power, and it sha!l be his duty: <br /> <br />(a) To see that all laws and ordinances are enforced. <br /> <br /> (b) Except as otherwise provided by <br />all heads or directors of departments, and all <br />cers and employees of the city with the power <br />remove any Officer or employee so appointed. <br /> <br />law, zo appoint <br />subordinate offi- <br />to discipline and <br /> <br /> (c) To exercise supervision and contro~ over all de- <br />partments and divisions created herein~ or that may be hereafter <br />created by the couneit~ the head of which~is appointed by him. <br /> <br /> (d) Fo appoint qualified firefigh~ers as fire marshalls <br />for the city who shall have the same powers and authority as a <br />sheriff at common law, shall enforce all laws, rules and regula- <br />tions having as their object the prevention and eliminatio~ of <br />hazards to life and property arising from fire, and shall invest- <br />igate all cases of alleged arson and all other cas~s of ~ires <br />alleged to involve criminality. <br /> <br /> (e) To appoint as special police such members of the <br />U. S'. Naval Shipyard police force as he deems advisable to assist <br />in traffic control in and about the shipyard and such employees <br />of the city as he deems qualified to act as such o~ property <br />owned or-controlled by the city. Such special police shall <br />be conservators of the peace. <br /> <br /> (f) To attend al~ regular meetings of the council, <br />with the right to take part in the discussion~ but having no <br />vote. He shall be entitled tb notice of all special meetings. <br /> <br /> (g) To recommend to the council for adoption such <br />'measures as he may deem necessary or expedient. <br /> <br /> (h) To make and execute in the ordinary course of <br />business all contracts on oeha_f of the city and such other con- <br />tracts as may be authorized by the council. <br /> <br /> (i) To prepare and submit to the council the annual <br />budget after receiving estimates made by the heads or directors <br />of the departments,.or of any board or commission not within a <br />department. <br /> <br /> (j) To keep the council at all time's fully advised as <br />to the financial condition and needs of the city. <br /> <br />(k) To perform all such other duties as may be <br />~rescribed by this charter~ or be required of him by ordinance <br /> r resolution of the council <br /> <br />-14- <br /> <br /> <br />
