§ 3.13. Council as C~nti~uin~ Body. The' council shall be a continuing body, and no measure, pending before such body shall abate or be discontinued by reason of the expiration of the term of office or removal of the members of said body or any of them; provided, however, that any measures ordinance or resolution which is not finally adopted or approved by the council within six months of the date of its introduction in or presentation to the council shall not there- after be considered by such body unless such measure, ordinance or resolution shall again be introduced in o.r presented to the council as required by law. § 3.14. ~pecial Meeti~. Special meetings of the council may be called by the mayor or ahy three mem?oers of the council~ Notice of each special meeting shall contain a statement of the specific item or items of business to be transacted and no other business shall be transacted at such meeting except by the unanimous consent of all the members of the council.. ~ 3.15. Procedures. No ordinance or resolution appropriating money exceeding the sum of $500, imposing taxes, or authorizing the borrowing of money shall be passed except by a recorded affirmative vote of a majority of all members elected to the governing body. On the final vote on any ordinance or resolution, the name of each member voting and how he voted shall be recorded. 3.16. Enactment of Ordinances.
