§ 3.13. Council as C~nti~uin~ Body. <br /> <br /> The' council shall be a continuing body, and no measure, <br />pending before such body shall abate or be discontinued by <br />reason of the expiration of the term of office or removal of the <br />members of said body or any of them; provided, however, that any <br />measures ordinance or resolution which is not finally adopted <br />or approved by the council within six months of the date of its <br />introduction in or presentation to the council shall not there- <br />after be considered by such body unless such measure, ordinance <br />or resolution shall again be introduced in o.r presented to the <br />council as required by law. <br /> <br />§ 3.14. ~pecial Meeti~. <br /> <br /> Special meetings of the council may be called by the <br />mayor or ahy three mem?oers of the council~ Notice of each <br />special meeting shall contain a statement of the specific item <br />or items of business to be transacted and no other business <br />shall be transacted at such meeting except by the unanimous <br />consent of all the members of the council.. <br /> <br />~ 3.15. Procedures. <br /> <br /> No ordinance or resolution appropriating money exceeding <br />the sum of $500, imposing taxes, or authorizing the borrowing of <br />money shall be passed except by a recorded affirmative vote of <br />a majority of all members elected to the governing body. On <br />the final vote on any ordinance or resolution, the name of each <br />member voting and how he voted shall be recorded. <br /> <br />3.16. Enactment of Ordinances. <br /> <br /> (a) Ail ordinance~ passed by the <br />effect thirty days from and a~ter the date <br />less otherwise indicated therein. <br /> <br />council shall be in <br />of their passage un- <br /> <br /> (b) Ail laws, resolutions and ordinances of the city <br />council may be read in evidence in all courts of justice, and <br />in all proceedings before any offieer~ body or board in which <br />it shall be necessary to refer thereto~ either from a copy there- <br />of, certified by the bity clerk, or from the volume of ordinances <br />printed by authority of the city council. <br /> <br /> (c) The provisions of this charter pertaining to the <br />processes of initiative and rerferendum sha~l not apply to ad- <br />ministrative, appropriation, financial or revenue ordinances. <br /> <br /> <br />
