?/ A EESOLUTION GR~Wt'ING A USE PEP~,~IT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE STATION AT THE NORTHEAST COP~R OF VICTORY B0bV-~VARD ;~ND FR~J~CIS STREET, UP-69-23. ~f~k~REAS, P.L.S., Incorporated has made sn application pursuant to Section 4-2 of the Zoning Ordinsnce of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and WHEREAS, the applicant, the Planning Director and the City ~nager have done all t~ngs required to be done in cornaection with said application~ and the Plar~ning Commission has recomrended the granting of said use permit, subject to the conditions hereinafter stated. NOW, THF~REFORE, BE IT RESOLI~mD by the Co~3ncil of the City of Portsmouth, Virginia; A. That the use for which the use permit hereinafter described is sought (1) will not adversely affect the health or safety of persons residing or work- ing in the neighborhood of the proposed use, (2) will not be detrLmentat to the public welfare or injurious to property or improve~r~ents in the neig~aborhood, and_ (3) will be in accord ~rith the purposes of said Zoning Ordinance. That PiL.S. Incorporated is hereby granted a use permit, subject to site plan restrictions, pur- suaut to Section ~-2 of said Zor~aug O~dLuance, for the operation of au autmmotive service sta- tion located on the property described as follo%~: Beginr~ at the northeast corr~r of Victory Boule- vard and Francis Street; thence northeast along Francis Street 108.5 feet; thence southeast 132.10 feet; thence south 66.76 feet to Victory Boulevard; thence northwest 137.63 feet; thence northwest 16.2 feet to the point of origin.
