RESOLUTION AU~HORIZ~-~G Th~ FILING OF AN APPLICATION <br />~OR A G~,~ TO ACQIYiRE ~J~D DE~LOP LA~qD I~D~R ~ <br />PARK~IT~.S PROGR.~ OF THE OPEN-SPACE LAND PROGRAM. <br /> <br /> _ WHEREAS, Title ~q[I of vhe Housing Act of 1961, as amended, provides <br />for the making of grants by the 'Secretary of Housing and Urban Development to <br />States s_nd local public bodies to assist them in the acq~isition and develop- <br />ment of permanent interests in land for open-space uses where such assistance <br />is needed for carrying out a unified or officially coox~tinated program for <br />the provision and development of open-space land as part of the comprehen- <br />sively planned development of the urban ~rea; ~nd <br /> <br /> ~S, the City of Ports~muth (herein sametZmes referred ~o as <br />"Applicant") desires to acquire the fee simple interest to certain lands <br />and to develop them u~,der the Special Park,-in-Cities Program, said lands <br />being locate~, generally, as fotlo,¢~: Southside (two sites), Green Street <br />P~entis Park, Cottage Place, and Car~er Apartments; ~nd <br /> <br /> W1~2~7~_~, said parcels of land will be held and used for permanent <br />open-space land for recreational and park purposes; and <br /> <br /> ~{F~REAS, Title VI of the Civil Rights Act of 1964, and the rega- <br />latimas of the Department of Housing ~nd Urban Deve!ooment effectuating that <br />Title, provide that no person shall be discri~ir~ted ~gainst because of race, <br />color, or national origin in the use of the land acquired; and <br /> <br /> ~ _~, it is recogp~ized that the contract for Federal gr~nt will <br />i~po.se certain obligatiopm ~nd responsibilities upon the Applicant ~nd v~_ll <br />requmre among other tb~ir~s (1) assurances that fs~ilies and individuals dis- <br />placed as a result of the open-space l~nd project will be relocated into <br />decent, ss_~e, and s~itary housirg, .(2) complismce with Federal labor sts~nd- <br />ards, ~nd (3) compliance ~,~th Federal req~uiraments relating to equal employ- <br />merit opporto~nity; and <br /> <br /> ~, it is esti~ated that the cost of acquirio4 said interest <br />~ill be $91~714.00; ~,nd <br /> <br /> I~2~AS, it is estimated that the cost of development of said land <br />will be $74,750.00; <br /> <br /> ~_~RS, it is estimated that the cost of necessary demolition and <br />removal of J=~rovements on said land m%ll be $t,600.00; and <br /> <br /> <br />
