RESOLUTION AUTHORIZING ALL CITY EMPLOYEES TO RECEIVE WAGE IN- <br />CREASES RETROACTIVE TO OCTOBER 1, 1971, IF SUCH IS LEGALLY PER- <br />MISSIBLE. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />by Ordinance No. 1971-62 adopted on June 22, 1971, did in effect <br />authorize certain wage increases for all city employees effective <br />as of October 1, 1971; and <br /> <br /> WHEREAS, the President of the United States put into <br />effect a "freeze" on wage increases which commenced on August <br />15, 1971, such "freeze" to remain in effect until ninety days <br />thereafter; and <br /> <br /> WHEREAS, said city employees were deprived of the <br />aforementioned pay increases by such "freeze" from October 1, <br />1971 until the end of such "freeze"; and <br /> <br /> WHEREAS, this Council feels that it is obligated to <br />honor its committment to wage increases effective as of October <br />1, 1971; and <br /> <br /> WHEREAS, there seems to be a possibility that retro- <br />active wage increases may be permitted after said "freeze" by <br />the President's Pay Board; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, that all city employees shall re- <br />ceive wage increases retroactive to October 1, 1971, if and when <br />such retroactive wage increases are legally permissible. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held October 26, 1971m <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
