MICHAEL A. KORB, JR,
CiTY ATTORNEY

September 15, 1971

P. O. BOX 820
PORTSMOfJTH VIRGINIA 23705
TELEPHONE f703) 393-8731

FiLE NO

Honorable Mayor and Members of the
City Council

Gentlemen:

At your direction, I have reviewed generally the request of the
Chesapeake and Potomac Telephone Company of Virginia for a general rate
increase ~ich was filed with the State Corporation Con~mission earlier
this year.

This is the first request for a general rate Lncrease made by
that company in over 13 years. Their request is based on increased
prices and wages which have occurred since then. Without the assist-
ance of trained experts such as are available to the State Corporation
Com~ission, it is impossible for me to evaluate the company's request.
There can be no doubt that prices and wages have increased during the
13 year period, so it would seem reasonable that some increase in rates
is justified but I am not in a position to determine what that increase
should be.

Therefore, I sm recommending that Council adopt the attached
resolution requesting the State Corporation Co~mission to protect the
interest of the telephone consumers in Portsmouth and to insure that
the company m~ntains high quality service at reasonable rates.

Respectfully,

City Attorney

MAKJr./fgb
Att.
