RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, APPROVING THE RE- DEVELOPMENT PLAN AS AMENDED BY AMEND- MENT NO. 5, FORT NELSON PLACE PROJECT, VA R-6.
