of each elector and <br /> <br />the <br />sl~nat~re or signatures. <br /> (3) Each elector signing a petition may subscribe to <br />one nomination for each of the places to be filled at the ensuing <br />election, and no more. <br /> 44) Such petition shall not be signed by any elector <br />m~e-~h~-n~neey-~eys prior to the first Tuesday in January of the <br />year of such election, and such petition shall be filed with the <br />Clerk of the Hustings Court of said city not <br />~=ev~u~-~e-~he-~y later than the time fixed for the closin~ of <br /> the ~olls on the first Tuesday in March of the year of such election. <br /> (b) Any persSn whose name has been submitted for candi- <br /> dacy by any such petition, shall file h~s acceptance of such candi- <br /> dacy with the C%erk of the Hustings Court of said city ~e-~e~s~ <br /> s~y-~ys-p~ev~e~s-~-~he-~e~e not later than the~time fixed for <br /> the closing of the polls' on ~e first Tuesday in March of the year <br /> of such election, otherwise his name shall not appear on the ballot. <br /> The filing of such acceptance shall be deemed equivalent to the <br /> filing of notice of candidacy under the general election laws of <br /> the State, and no other notice of candidacy need be given by the <br /> person filing the same. <br /> <br /> (c) No person may be a candidate for the office of <br /> mayor ~na for the office of councilman in the same election. <br /> (d) Candidates for the offices of mayor and councilmen <br /> shall appoint one campaign treasurer and file the name and addre=s <br /> of said campaign treasurer with the Portsmouth Electoral Board an~. <br /> the State Board of Elections not later than the first Tuesday of <br /> March of the year of such election. Any candidate who fails to <br /> appoint and report the appointment of a treasurer shall be deemed <br /> to have appointed himself treasurer. Ail candidates for such offices <br /> sh~l com~lywith the applicable ~rovisions of the Fair Elections <br /> Practices Act of Chapter 9, Title 24.1 of the Code of Virginia, <br /> 1950, as amended. <br /> <br /> Section 3.03. Election of Mayor and Councilmen. <br /> (a) On the seeen~ first Tuesday in May in nineteen hundred <br /> seventy-four, and on the first Tuesday in May of every fourth year <br /> thereafter, there shall be a general election at which time the <br /> qualified voters of the city shall elect three councilmen for terms <br /> of four years.
