A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND <br />THE CHARTER OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, Sections 15.1-835 and 15.1-912 of the Code of <br />Virginia, 1950, as amended, provide for the amendment of the City <br />Charter upon the holding of a public hearing and the request of <br />the City Council to the General Assembly; and <br /> <br /> WHEREAS, the City Council is of the opinion that certain <br />amendments to the Charter of the City of Portsmouth are necessary <br />and desirable at this time and has held the public hearing required <br />by law to consider such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Attorney is hereby directed <br />to prepare and transmit to the General Assembly, together with <br />certified copies of this resolution, drafts of bills amending the <br />Charter of the City of Portsmouth by amending Sections 3.01, 3.02, <br />3.03, 3.05, 3.06, 3.08 and 9.08 thereof to read as follows: <br /> <br />Section 3.01. Composition. - The Council shall consist of seYen <br />mem~e~ a mayor and six councilmen to be elected by and from the <br />city at large. <br /> <br />Section 3.02. Nomination of Candidates. <br /> <br /> (a) Candidates for the eo~n=~ offices of mayor and <br />councilmen under the provisions of this charter shall be nominated <br />by petition. <br />provided herein,y qualified voter of the city may be nominated as <br /> Subject to the provisions herein, there shall be <br />printed on the ballots to be used in any municipal election for the <br />election of mayor and councilmen the names of all candidates who <br />have been nominated by petition and no others. A nominating petition <br />shall conform substantially to the following requirements: <br /> <br /> (1) Such petition shall state the name and place of <br />residence of each person whose name is presented for a place upon <br />the ballot, and shall request such person or persons to become a <br />candidate or candidates for the office of mayor or councilmen for <br />the City of Portsmouth. <br /> <br /> (2) Such petition shall be signed by at least seventy <br />~ve one hundred and twenty-five qualified electors of the city <br /> <br /> <br />
